Engine's eyes was how many incoming links it had. The more links it had,
the more important it was. This eventually created an avalanche of getting
links from websites with related and unrelated content pointing to

one way links, etc.

owners that some are paying thousands of dollars per month for just one
link pointing to their website from sites with related content and very
high PRs. Related Content is the KEY but buying or selling
links for the purpose of obtaining a high PR is a violation of rules set
up by the Google search engine and they can penalize websites in their
ranking for doing so.
Google can also
penalize sites for getting involved in link farms and other spamming
techniques. Other search engines also have similar rules.
