Because search engines scan web pages for the words that are entered into the search criteria by the user, the more times a keyword appears on the web page the more relevancy the search engine will assign to the page in the search results. However, this is just only one of the ways search engines determine relevancy.
One method used is repeating keywords in the meta tags (in keywords, description, etc.) more than what the search engines will find tolerable. Another method consist of writing the keywords with the same color as the background, rendering it invisible to users but no to the search engines. Still another method is writing them at the bottom of the page (usually a long page) where they hope that the user will not see it because it won't make to much sense to him or her and because it looks awkward.
Search engines often penalize a site if the search engine discovers keyword stuffing, as this practice is considered poor netiquette, and some search engines will even ban the offending web pages from their search results.
